A high multiple can reflect a small annual revenue. Compare both measures.
Horizontal: balance ÷ annual revenue. Vertical: reported balance, on a logarithmic dollar scale. Zero balances appear in a separate strip.

The statewide comparison
$634 million reported unspent.
Across all 554 reports, the balance equals 61% of the $1.04 billion in reported FY2025 ordinary hotel-tax revenue. This compares a balance with an annual flow; it does not identify how much of that year's collections went unspent.

What these figures tell us.
A balance, not a verdict
These are reported unspent balances. The report does not establish that money is freely available, improperly held or unused without a plan. It may include earlier collections.
One consistent denominator
Multiples use the dataset's ordinary hotel-tax revenue field, total_revenue_351. The separate venue-tax revenue field is excluded. Zero-revenue reports cannot be assigned a meaningful multiple.
Who is included
There are 554 FY2025 reports. The chart includes all 489 with positive ordinary revenue; 65 zero-revenue reports remain in the table. Those 65 report $43,583.38 in balances, included in the statewide total.
Snapshot, not a trend
Local governments report their own fiscal-year figures. No prior-year change is shown. Separate annual filings and preceding-year fields require reconciliation before a year-over-year comparison.
